The vast majority of charter schools (more than 70 percent) are found in states with the strongest laws: Arizona, California, Colorado, Massachusetts, Michigan, Minnesota, and North Carolina.
What Progress Have Charter Schools Made?
Evidence on the growth and outcomes of this relatively new movement has started to come in. The U.S. Department of Education’s First Year Report, part of a four-year national study on charters, is based on interviews of 225 charter schools in 10 states (1997). Charters tend to be small (fewer than 200 students) and represent primarily new schools, though some schools had converted to charter status.
The study found enormous variation among states. Charter schools tended to be somewhat more racially diverse, and to enroll slightly fewer students with special needs and limited-English-proficient students than the average schools in their state. The most common reasons for founding charters were to pursue an educational vision and gain autonomy.
“Charter schools are havens for children who had bad educational experiences elsewhere,” according to a Hudson Institute survey of students, teachers, and parents from fifty charters in ten states. More than 60 percent of the parents said charter schools are better than their children’s previous schools in terms of teaching quality, individual attention from teachers, curriculum, discipline, parent involvement, and academic standards. Most teachers reported feeling empowered and professionally fulfilled (Vanourek and others 1997).
Nathan points to three other signs of progress:

They generally lack access to funding for facilities and special program funds distributed on a district basis (Bierlein and Bateman 1996). Sometimes private businesses and foundations, such as the Ameritech Corporation in Michigan and the Annenburg Fund in California, provide support (Jenkins and Dow). Congress and the President allocated $ 80 million to support charter-school activities in fiscal year 1998, up from $ 51 million in 1997.
Charters sometimes face opposition from local boards, state education agencies, and unions. Many educators are concerned that charter schools might siphon off badly needed funds for regular schools. The American Federation of Teachers urges that charter schools adopt high standards, hire only certified teachers, and maintain teachers’ collective-bargaining rights. The relatively large number of articles (n = 15) grouped under the School-Community Relationship topic reflects the close connection that exists between rural schools and their communities.

Primrose Schools, the leader in educational child care, announced today the results of its annual school readiness research. Parent feedback and the Bracken Assessment suggest Primrose students are significantly more prepared for elementary school than their peers. This year’s report is a compilation of three years of Primrose parent surveys and six years of Bracken individual school readiness concept assessment results.

“Balance is key to how we define what it means to be ready for school,” said Jo Kirchner, president and CEO of Primrose Schools. “School readiness is not only a child’s mastery of concepts, but also important physical skills and social skills, including sharing, confidence and self control. We are so proud of how well our graduates transition to elementary school and beyond.”

Results from the past six years of the Bracken Assessment, a nationally recognized assessment specifically designed for young children, show Primrose students attained a higher mastery of school readiness concepts – in most cases, twice the level of their peers. The Bracken results also indicate that Primrose students achieve 1.3 times more yearly growth than their peers.

Feedback from Primrose parents mirrors the Bracken Assessment results. An external survey, conducted over the last three years by Unifocus, shows that Primrose parents rate their children above 90 percent in school readiness factors such as relating to peers, attitudes towards learning, classroom behavior, concern and caring for others and positive transition to elementary school.

“School readiness is a significant marker of success because it means we are preparing children for life,” said Kirchner. “Nurturing guidance and attention to every part of a child’s development during preschool helps them acquire not only math and reading proficiency but also compassion, strength, independence, resilience and a love of learning.”

A growing body of research suggests that early childhood education is essential for later life skills. According to the National Scientific Council on the Developing Child, “the early years lay the foundation for a wide range of later developmental outcomes that really matter – self-confidence and sound mental health, motivation to learn, achievement in school and later in life.” And, a report from the National Research Council, From Neurons to Neighborhoods, confirms that from birth to age 5, development in all areas is rapid.
